Who is eligible to attend the Ministerial Programme in 2018?

The Ministerial Programme is an invitation only event targeted at senior government and industry leaders.

In 2018, attendance is open to:

  • National ministries including telecommunications, finance and health;
  • Telecommunications regulatory authorities, data protection authorities and central banks;
  • Senior representatives from selected international organisations and intergovernmental bodies; and
  • C-level and senior regulatory representatives from the mobile industry, including network operators and vendors.

Invitations are sent to governments in September and to industry in December.

If you have not received an invitation but fit the criteria above, please contact us to express your interest in attending.

Where does Ministerial Programme take place?

The 2018 Ministerial Programme will return to Hall 4 of Fira Gran Via in Barcelona, Spain. It is located at the heart of Mobile World Congress, adjacent to the vibrant Conference Village.

Do I need a Mobile World Congress pass to attend Ministerial Programme?

Yes. All Ministerial Programme attendees require a Mobile World Congress pass, with additional access to the Ministerial Programme hall.

Each eligible national ministry, regulatory authority and intergovernmental organisation is provided with two non-transferable complimentary Gold passes (up to a total of four per country). A 30 per cent discount code is available for any additional passes required. Information on pass types and prices are available on the MWC Register page.

Registration codes for free and discount passes will be provided to government delegates once accommodation has been secured.

Do I need my ID to access the venue?

Yes. All attendees are required to show their passport or European Union national identity card when collecting their pass as well as each time they enter Mobile World Congress. The ID must match the name that appears on the MWC pass.

An additional ID check will be conducted for ALL attendees entering the Ministerial Programme hall and entry will not be permitted without it.

Attendees using the MWC Mobile Badge must still carry their physical badge and their ID to access the Ministerial Programme Hall.

Is interpretation provided at Ministerial Programme?

Ministerial Programme sessions are conducted in English, except for Embedding Sustainability Into Mobile Business Models In Latin America, on Monday 26 February, which will be conducted in Spanish.

Simultaneous interpretation will be offered in English, French and Spanish for all sessions, with Mandarin and Portuguese also available for some sessions. For specific information about the simultaneous interpretation provided at each session, please refer to the sessions descriptions in the agenda.

If you would like to bring a personal interpreter, please inform your Ministerial Programme delegate manager as early as possible.

Can I arrange meetings within the Ministerial Programme hall?

Although there are no rooms available for private hire, you are welcome to hold informal meetings within the various networking spaces. However please note that all attendees must already hold Ministerial Programme access on their passes in order to gain entrance.

Where and when should I book my hotel?

More than 100,000 attendees attended Mobile World Congress (MWC) 2017 which resulted in a high demand for accommodation in central Barcelona, particularly in 3-5-star hotels.

We strongly encourage that you book your hotel as early as possible to avoid disappointment, especially if your delegation requires suites or multiple rooms within the same hotel. From January 2018, it will become significantly difficult to secure rooms in central Barcelona hotels.

For delegates from governments and inter-governmental organisations, we have secured an extended range of accommodation options. Should I contact my embassy for support?

If your country has a diplomatic presence in Spain, we strongly recommend that they facilitate your delegation’s logistical arrangements in Barcelona. Certain aspects, such as the airport’s protocol facilities, can only be requested by your local embassy or consulate.

Please inform your delegate manager if your local mission is facilitating any of the following so that we may advise them further:

  • Airport protocol facilities
  • Local transportation
  • Accommodation
  • Personal security

Members of your local mission may accompany the delegation to the Ministerial Programme and Mobile World Congress (MWC); however all attendees require a MWC pass with additional Ministerial Programme hall access. 

One complimentary MWC gold pass is available to the Ambassador. This complimentary pass is strictly non-transferable to other members of the local mission. Please inform your delegate manager as early as possible if your Ambassador will attend. A 30 per cent discount is available for all other embassy officials.

Do I need a visa?

Citizens of several countries require a visa to enter Spain. Please check with your closest Spanish Embassy or Consulate in advance, as processing times and requirements vary. The GSMA is unable to request priority processing, or to assist you if your visa is denied, so ensure you allow sufficient processing time.

A visa letter may be requested when completing the registration for your Mobile World Congress pass, or by logging back into your registration account at a later point. Please note that for a letter to be issued, the registration must be complete with no payment outstanding.
